When sales performance falls below expectation, identifying the constraint in the sales system is critical to finding an effective solution. If conversion rates are weak, targets are being missed or opportunities are taking too long to close, improving the capability of the sales team would seem to be the logical place to start. The difficulty is that the same symptoms can be produced by very different causes.
A salesperson may genuinely need training in stronger prospecting, questioning, negotiation or closing skills. Equally, a capable salesperson can underperform within a sales function that lacks clear market priorities, pipeline discipline, effective forecasting, coaching or commercial leadership. These are not the same problem and therefore require different interventions.
The Employer Skills Survey 2024 shows that both sales/customer skills and management/leadership skills are common areas of capability weakness. The management question, therefore, is: where does the constraint sit — in leadership and strategy, or in the skills of the sales team?
The GPG Sales Performance Diagnostic
Before deciding between sales training and fractional sales leadership, it is important to assess the environment in which the sales team is operating.
The sales operating system is the structure around the sales team — the strategy, process, pipeline management, measures, forecasting and leadership that enable people to sell consistently and effectively.
If that operating system is weak, training individuals risks treating the symptom rather than the cause. If the system is sound, the next question is whether the team has the capability to execute effectively within it.
When training is the right investment
Sales training has the strongest case where the commercial architecture is already in place. The business knows which markets it is targeting, has a credible proposition, uses an understood sales process and has reasonable visibility of its pipeline. The performance gap can then be identified at an individual or team level: prospecting, discovery, presenting value, objection handling, negotiation or closing.
Even here, however, training should not be viewed as an isolated event. Salesforce’s 2026 State of Sales found that 75% of sales representatives said they were more likely to achieve their targets with a coach or mentor, while 52% said traditional sales enablement did not provide the skills they needed. The implication is important. Training transfers knowledge; management converts that knowledge into consistent behaviour.
When the constraint is sales leadership
Fractional sales leadership addresses the operating system rather than simply the seller. This becomes particularly relevant as a business moves beyond founder-led sales.
In many growing companies, the founder carries a significant amount of commercial judgement personally: which prospects matter, what a genuine opportunity looks like, when price should move, which deals need intervention and where the business should concentrate its effort. As the business grows, more people begin selling, but the founder’s commercial judgement has not necessarily been translated into a repeatable sales model. The result can be more sales activity without a stronger sales function.
A fractional sales leader can therefore provide senior capability before the organisation requires a permanent Sales Director: defining priorities, strengthening pipeline management, introducing appropriate measures, improving forecasting, coaching the team and creating a repeatable management rhythm.
What happens when the answer is both?
In some businesses, both the sales operating system and individual capability need development. When this is the case, strengthening the operating system should usually come first. There is limited value training people in sophisticated opportunity qualification if the organisation itself has not defined what a qualified opportunity looks like. The same applies to forecasting, pricing, negotiation and account development. Training becomes significantly more valuable when the business has established the environment in which those skills will be used.
The decision is therefore not simply sales training versus fractional sales leadership. It is whether sales performance is being constrained by the capability of the people, the capability of the system, or both.
Get that diagnosis right and the appropriate investment becomes considerably clearer.
